St. Augustine Beach Civic Association, Inc. was the lowest-rated firm responding to the County's Request for Proposals (RFP) after arrogant SABCA enjoyed a two-decade run of no-bid contracts and leases with local governments.

Now it wails, cavils and caterwauls:
